1) All *.package files goes to TS4 Mods folder.
You'll find your Mods folder at: ...Documents/Electronic Arts/The Sims 4/Mods

2) For sims and lots there are several files and they have to go to TS4 Tray folder.
You'll find your Tray folder at: ...Documents/Electronic Arts/The Sims 4/Tray
